Philip Chapman - Executive Vice President of Neel Enterprises

Philip Chapman is a member of the board of directors and is the Executive Vice President of Neel Enterprises, Incorporated dba Liquid Services. As the Vice President, he is responsible for leading the development and execution of Liquid Services’ long-term strategy with a vision of creating stakeholder value. His position also entails being ultimately responsible for all day-to-day management decisions and for implementing Liquid Services’ long and short-term goals.

Mr. Chapman communicates on behalf of Liquid Services to employees, government authorities, customers and the public. Before joining Liquid Services in 2016, Mr. Chapman worked for the United States Air Force as a Senior Financial Analyst for both the Department of Defense and the Department of State.

Working for the Air Force Operational Test & Evaluation Center (AFOTEC), with Congressional approval and oversight, Mr. Chapman filled the Financial Management Subject Matter Expert role. In this role, he was responsible for evaluating the Defense Enterprise Accounting Management System’s mission capability, effectiveness, and suitability for Department of Defense users by conducting impartial and realistic operational evaluations and assessments.

Before joining AFOTEC in 2013, Mr. Chapman joined the Air Force in 1996 as a Master Financial Manager. He was responsible for serving with integrity as the commander’s trusted advisor by providing, and articulating, decisions on budgetary, financial, cost and economic issues while continuously improving the quality, efficiency and customer-focus of Air Force financial services and operations. Also, he helped maximize the combat effectiveness achieved with each dollar of taxpayer resources through continuous improvement in resource allocation, analysis and execution.

His time in the service included a one-year posting to the U.S. Embassy in Islamabad, Pakistan and also included 13 deployments to Afghanistan, Iraq, and various other undisclosed locations in Southwest Asia. Upon his retirement, Mr. Chapman had been awarded a total of 55 medals for his service to our country to include the Defense Meritorious Service Medal, the third-highest award bestowed upon members of the United States military by the United States Department of Defense.

Mr. Chapman has countless volunteer hours with both local and international communities. His actions led to his commissioning, by the Governor of Kentucky, as a Colonel. He is a principle member of the Luther F. Carson Four Rivers Center, a member of the Paducah Chamber of Commerce, a member of the Propeller Club Port of Paducah, KY and the American Society of Military Comptrollers. Mr. Chapman is a member of The Honor Society of Phi Kappa Phi, Sigma Beta Delta International Honor Society, Golden Key International Honour Society, and S.A.L.U.T.E. National Honor Society. He won the 2014 McKendree University’s Leadership and Service Award for Country and Community and awarded the McKendree University Honors Convocation Certificate of Merit.

Mr. Chapman holds an associate’s in applied science (AAS) in financial management from the Community College of the Air Force, a bachelor’s degree in business management (BBA), a master’s degree in business administration (MBA), both from McKendree University, and is currently pursuing a doctorate of business administration (DBA) in finance from Liberty University. He also earned a professional managers certification from Air University. Mr. Chapman attended the U.S. State Department’s diplomatic security service training and the Foreign Affairs Counter Threat Course at the Foreign Service Institute. He also participated in the Security Cooperation Management Overseas training program at the Defense Acquisition University.
He attended training at the River School in Memphis, which earned him certificates in Tank Barge Dangerous Liquids and Tank Barge Fire Fighting. Mr. Chapman holds a Merchant Mariners Credential in Tankerman-PIC for dangerous liquid cargoes.

Mr. Chapman is married to the former Dr. Melissa McCuiston, and they have two daughters, and they currently reside in Melber, KY.
